Obtaining the status of long-term resident-EC in European member states :)

​If you have lived in the Portugal with a valid residence permit for a non-temporary purpose of stay for 5 years continuously, you may apply for permanent residence with the status of long-term resident-EC. You can apply for the status as long-term resident-EC in the Portugal, or in another EU Member State if you meet the requirements there.

Having the status of a long-term resident-EC, you may also benefit from the possibility to move from one EU Member state to another. However, please note that this does not mean that, if you hold the status in one EU Member state, you will automatically be granted stay in another EU Member state

Obtaining the status of long-term resident-EC in the portugal

You may apply for the residence permit for long-term resident-EC by using theform 'Application for a permanent residence permit'. You will need to gather certain documents for your application and send them together with the application form to the SEF. The SEF will then assess your application.

When you apply for permanent stay, your application will first be checked against the conditions in accordance with Directive 2003/109/EC. If your application meets the conditions, a permanent residence permit for long-term resident EC will be granted in accordance with European legislation

If your application does not meet the conditions in line with the status of long-term resident-EC, the SEF will assess if your application does then meet the conditions for permanent stay based on national legislation. Should your application also fail to meet these requirements, the SEF will then assess your application to determine if you are eligible for an extension of your current temporary residence permit. You will only need to pay 1 fee for this possible double or triple assessment.  

Obtaining the status of long-term resident-EC in another EU Member state

If you have been granted the status of long-term resident-EC in another EU Member state, and you wish to move to the Netherlands, you will be exempt from the mvv requirement. You  or your sponsor can then apply for a residence permit directly upon arrival in the Portugal. Your sponsor can also submit the application while you are not yet in the Portugal. You will have to choose a purpose of stay and meet the conditions accordingly.



If you are a long-term resident-EC in another EU-country and you want to stay in the another member states, for most purposes you need to have a sponsor. For example, when you want to come to the Portugal as an employee, your employer would then need to be the sponsor. The sponsor submits the application on your behalf. If you do not have a sponsor, but you do meet all the other conditions, the application will not be refused. Instead, the SEF will assign a sponsor to your application.

The United Kingdom, Ireland and Denmark have special arrangements for immigration policy and the Directive on long-term resident status does therefore not apply in these countries.
